Corruption In The Old Brookville Police Department & Nassau County D.A.'s
Office

Hello. My name is John Menso.

As a former NYPD detective investigator, it saddens me to be placed in a
position of having to make allegations of criminal and unethical conduct
against specific sworn citizens who once had my implicit trust and
respect...yet I was a witness to this serious misconduct.

I would not expect anyone to take my complaint seriously unless I provide
credible, independent evidence to support my allegations. I assure you, the
evidence is there. I have no desire to slander anyone.

I wrote an article, that I posted to a webpage, describing the police and
prosecutorial misconduct I personally observed.

The purpose for posting this article is to, in part,
demonstrate why, IMHO, quite a few citizens and others have become
distrustful of police officials.

Before closing, I would like the reader to know I am not here to bash cops
and prosecutors. I hold nothing but respect and admiration for most of the
police officials and prosecutors I was privileged to work with.

My story is about acts of official misconduct committed by specific
citizens who "swore" to us they would uphold the rule and spirit of New
York State's criminal laws.

These individuals are:

Sergeant Robert S. Piampiano, of the Old Brookville Police Department -
Sergeant Piampiano orchestrated a criminal conspiracy and betrayed the
trust of the officers he swore to protect.

Police Officer Charles J. Hanney, of the Old Brookville Police Department -
an officer who Sergeant Piampiano placed between a rock and a hard place.

Detective Greg Bartlett, of the Old Brookville Police Department - an
investigator who Sergeant Piampiano ordered to assist him in the
conspiracy. (on holiday overtime pay)

Nassau County Assistance District Attorney Ronald Schoenberg - A supervisor
in Nassau County District Court, who a jury panel of six Nassau County
residents determined is incapable of discerning fact from fantasy.

Nassau County Assistant District Attorney Dawn Marie Wladyka - A young
prosecutor who ignored most of the ethics she swore she would adhere
to...all in a apparent bid to win her first criminal prosecution.

Investigator Joseph Liante - A short time after the results of his
investigation into my criminal allegations against Sergeant Piampiano and
others was made public, Mr. Liante "resigned" his position as investigator
for the Special Investigations Unit of the Nassau County District
Attorney's Office.

Nassau County Assistant District Attorney Marshall Trager - ADA Trager
supervised Mr. Liante's investigation. After informing me his office was
taking no action on my complaint, he admitted the police falsified one
document they submitted to the NCDA in regard to my case.

When I, the complaining witness, attempted to determine more about his
investigation, he became irritated and told me to stop asking questions.
Nice guy, huh?

Nassau County Assistant District Attorney Frank Quigley - Bureau Chief,
Special Investigations Unit.

In order to apprise me of why his office was sweeping my criminal
allegations under the rug, ADA Quigley invited me to his office for two
meetings. And in each meeting, he smiled and grinned as he offered lie
after lie to cover for the malicious prosecution the jury inferred his
colleagues brought against me.

I am kind of reluctant to be harsh, but based on my personal experience, I
can affirm without reservation, ADA Frank Quigley is a loathsome citizen.

I would just like to say that I am utterly disappointed in the Brookville Police Department. For years, I have thought police were good people that treated everyone with respect, however, I encountered a situation tonight that angered me. I have lived in Brookville for about 8 years now and recently started driving as a teenager. I was coming home tonight when a road block was set up and they were guiding people other ways. I rolled down my window and asked the officer if it was possible if I could go straight? He told me, "no". When I told him that I lived right there, as you could see my street, he got angry and raised his voice at me, "COMON MAN! FIND ANOTHER WAY HOME! DO YOU NOT KNOW HOW TO GET HOME? GEEZ!" I felt insulted, as a new driver I have only driven one way home in my entire life and was now forced to find another way home and there was no way I was about to ask for his help after he just screamed at me and insulted me. It was the fact that he raised his voice to me that makes me upset. He couldn't handle the situation properly and offer help, which is what I thought police were supposed to do. He probably took a look at me and thought I was some bum teenager, yet I was a teenager seeking help and the people I always believed I could go to for help were not there for me. So thanks for doing your job Brookville Police.

If the road is blocked why should he have let you go through and not just let everyone go through? If he let you go then what about the next driver who wants to go through? The next driver would have gotten upset and said "But you let that other car go?"

I think the last message missed the point. It may have been that the cop could not let the driver go down the road as he wanted to. There may have been reasons for this that we do not know. If the cop is told by his supervisor that absolutely nobody should go down that road, no exceptions, then that is it. Public safety and policy need to be followed.
However, the cop did not have to be rude. I think the writer of the complaint had it probably had it right. The cop sized him up as a young kid who he did not have to respect. He probably would not speak this way to his supervisor or to the Mayor of his village.
This is so common we do not think about it. We are often less polite to people younger than us than to people older than us. We are polite to our boss, yet probably not as polite to subordinates. We pick and choose who to be polite to and how many of us are polite to "the least of them?"
From my experience, just about everybody knows how to be polite and charming. Most everybody also can be impolite and nasty. It is a challenge for us all to treat everybody the same. That means we will treat everybody well because we will not treat everybody badly, as there are some who we have to be kind to.
It is our challenge to treat all people with honor.

I am responding to John M. comment. I wrote,
"We are accountable for our actions and God has
the final word."
John M. Wrote,"I've always believed it is the Grim
Reaper who gets the final word."
I am not quite sure why John wrote this. Maybe he
is responding to my comment and reading it as a doom and
gloom comment. It is not meant to be that. It is meant
as a comment intended to convey the message that we are
not the judge and jury. We should not condemn others, nor
should we judge others. Are we so above it all that we can
criticize others?
I believe the Bible says it very well. "It's God will that
by doing right we should put to silence the ignorance of
foolish men." When we become filled with vitriol we are not
doing any good for ourselves and we are probably not as able
to "do right" in our lives when we harbor all kinds of negative
emotions.
I must say, even if one does not believe in all the mystical
aspects of the Bible, the basic philosophy is instructive. For
example, I believe most people feel The Ten Commandments are
laudable.
We all have our faults and we all have a long way to go
before being perfect.
One other thing and then I will not be writing anymore. The
decline in morals in our society is pervasive. Sociologist call
this type of decline "anomie." I see this decline throughout
society. Many people seem to just do whatever they want, with
no regard for anybody else. There is peer pressure too. Then there
are competitive aspects. For example, a business owner may suffer
a competitive disadvantage if other owners are violating the rules
and thereby saving money and he plays it straight. Another example
is with steroids, in order to compete some athletes may have felt
they had to use steroids because others were using them.
Lastly, I am neither democrat nor republican. I am for
peace and prosperity. I must admit, I am a graduate of
Queens College 1988, 1997 and 2005 (City University of New York) and some of
my ideas were shaped through my education there.

According to NEWSDAY:
After a 47-year career with the Garden City Police Department, Ernest J. Cipullo retired as commissioner on a Saturday in September 2006. He began collecting his $100,132 annual pension.
Two days later he went back to work t the same job and has continued to work as commissioner and earns a salary of $175,434 a year, bringing his annual income to $275,566.

It is hard to believe that Cipullo of the Garden City Police Department can get a full-pension and full-pay as well. He retired and they hired him back for the same job. I can not understand why the village did not take their time and find a person to replace him and then let him retire. He joined the police force in 1962 and has been commissioner for 25 years. That is long enough to find a replacement so they did not have to hire him back.
Also, maybe they should have hired an interim (acting) commissioner until they appointed a permanent commissioner.
Taxes are high enough without having to pay the commissioner more than a quarter million dollars a year. It makes me wonder work he does that is so important that it worth paying him so high a salary? Are there not others who can do the same work for far less money?
I would be interested in knowing all the mechanics of the situation. At what point was the commissioner given an offer to have his job back? How diligent was the village in their search for a replacement for the commissioner? Who decided to offer the commissioner his job back and what checks and balances were in place so one person could not make the decision unilaterally?
I have never heard of this type of thing before, where a person retires, then gets re-hired for the same job,and collects a full-pension and full-pay.
